You use an image editor and size the image before attaching the file. Use the right tool for the job. Thunderbird is an email client and not an image editor.

There are several free image editors out there. IrfanView is a good one.

You'll need to reduce the size of the picture with an image software of your choice prior to attaching it to the message.
