If you open the bookmarks in the sidebar then you can use the End key. Click at the far left in the tree area in the sidebar to prevent opening a bookmark link in a tab.

A possibility for the Bookmarks menu would be to add scroll bars instead of hovering the scroll arrows.

As cor-el notes, it depends on which list you're using.

If you're using the toolbar button (the one that looks like a clipboard, next to the star), if the mouse pointer is positioned over the list, you can scroll using the mouse wheel.

(A two-finger swipe on the trackpad in the direction I want to go also works, but this could be a Windows 7 or OEM feature.)
