All of my cookies are deleted when I reboot my computer

Everytime I restart my computer, certain cookies are deleted - Excite.com, Hotmail... etc. Certain preferences also are reset to default.

I have uninstalled Firefox completely, scrubbed all past information in Local Settings, Application Data, and Program Files. Then I used CCleaner twice. Reinstalled - same exact issue.

This happens in IE 8 aswell.
