I am unable to Customize my toolbars with FF 7.0.1

I have 2 identical PCs both running 7.0.1 and on one of them I am unable to Customize Firefox. The other works as it always has. I've not added or removed any add-ons or other software. I even reinstalled FF 7.0.1 with the same result. Can you give me any ideas on what to check next? I've clicked on Restore Default Set and that doesn't help.
