I am English, but am currently living in Viet Nam. I downloaded Firefox for the first time today (19/10/2010) and the home page is in Vietnamese. I can understand that this is because I have always described my location, when asked, as Viet Nam. How do I change language settings to English?

The default Firefox home page is a Firefox branded Google page. Google will often show content based upon your IP address and re-direct you to the local language version. You could change the home page to http://www.google.com/ncr which will always display in English. For details of how to change the home page see How to set the home page.
