No matter what I do with settings, many web pages display in Vietnamese. I am in Vietnam. I have all language settings set to English (US) only. I have even tried changing my location to the US. No change. This browser behavior is infuriating

A lot of websites check your IP and try to offer you website in the local language as reported by your IP, so if your IP locates you in Vietnam then you will get pages in Vietnamese in a lot of cases.

You can use websites like these to see how your location is reported via a reverse DNS look up of your IP:

If the website doesn't have a link (button) to switch to an English (international) page and you also do not have the language in the URL like this forum uses then you would have to use a trusted VPN service that locates you in the US.

There are various Firefox VPN extensions that you can give a try.
