Preferences are not available in the drop down menu when thunderbird has blocked remote content. How do I fix this?

See image, I do not have anything I can choose in the menu on whether or not I want to show the remote content. If I hover the mouse on the edges of the drop down menu, I do not have any options on expanding its' size either.

Have you tested to see if this is being caused by any addon? Test: Start in Thunderbird Safe mode. Help > restart with addons disabled.
