I think that Sync stores the bookmarks as one long list, maybe with an identifier for the folder. If it works this way then if you would transfer all the bookmarks via Sync then you might end up with one long list. If you want to initialize a lot of bookmarks then maybe transfer data to the new device using a USB jump drive.
