bookmarks keep moving around/changing order within their folder. how do I stop this behavior?

I have been using mozilla Firefox for my Windows PC for several years with no problems. I recently put the mobile version on my cellphone (Galaxy Note 4) and Sync'd my bookmarks. Ever since then, the bookmarks on my Windows PC keep moving/changing order. I have tried to manually put them back in the order I want, but they still move around. I have a lot of bookmarks, and this behavior makes it hard to find them. I'd like to turn off this "feature," but can't find any information on it.

When you open the window for "Show All Bookmarks" and pull down the View menu > Sort, is there any sorting method selected, or is it "Unsorted"? If you use "Unsorted", the bookmarks should stay where you put them.

If you don't "manually put them back in the order" that you want, do they still move around?

Is "your order" for those specific bookmarks the same on both devices, or are they different?
