sounds to me like at least one of your recipients of your newsletter has reported your mail as SPAM and you have been blacklisted by the recipient server. Or your mail provider has been blacklisted. Either way I suggest in the first instance talking to your mail provider about what the message means.
Apparently If your email provider is used by a lot by spammers ,it can be blocked altogether by huge email providers like hotmail.com

Has it occurred to you that your newsletter might be what has caused you to be blacklisted?
You would be amazed at the number of people who use the spam button to delete mail. You would also be amazed at the numbers who do not unsubscribe from mailing lists, instead they flagging such mail as spam. They no longer want it so it is spam to them. This is not so much an issue in Thunderbird, but products like spam assassin use that information to build blacklists that the big mail companies subscribe to.
Unfortunately those most likely to approach spam with a skewed view of what it is are also the ones using antii spam tools, because they keep complaining about all this spam they get.
