Tools > Options > Privacy
- Make sure you are not clearing cookies (right side of image)

No, I want to disallow cookies except for a given session on a particular pair of websites. This is meant to be a public terminal with a very particular purpose. The problem is that it works when disallowing cookies with an exception list (for acceptable websites), but the exception list gets cleared on close.
The correct answer was to uncheck "Site Preferences" under "Privacy->Settings" next to "Clear History when Firefox Closes". I'm not entirely sure what that option does, but apparently it gets rid of Firefox settings rather than website data.

When using "Clear Recent History" or clearing history when you close Firefox (Options > Privacy, [x] Clear history when closing Firefox > Settings) be sure that "Cookies" and "Site Preferences" are not checked. Clearing "Site Preferences" clears all exceptions for cookies, images, pop-up windows, software installation, and passwords.

Out of curiosity, why does everyone suggest not clearing cookies on close? I don't want cookies to be maintained from session to session, but rather have every time someone opens Firefox to be as if it were the first time, with no cookies, history, or any other data from any other time anyone has used Firefox (albeit with restrictions in place).
Also, what is the point of clearing "Site Preferences"? Why would I ever want to use a white- or blacklist if it'll just get cleared on close?
Personally, I keep nothing; clear everything. But then I do not save passwords, am not interested in history, etc.
And I use a cleaner to clear a lot of things off of my system several times per day; but be careful, cleaners can be quite destructive and can clean/delete files that you did not intend.

Having some information on your system, cookies, history, and yes, site preferences, can leave "tracks" and can be considered a security/privacy risk.

How do you expect to keep cookies for certain sites, if you wipe out all of your cookies when the session ends or you clear the same history through the Tools menu. That should be obvious from my first reply. The picture say clear all and I underlined it in red.
The check-mark that you removed and said it solved your problem is related to everything on the right-side that is why only cache is marked to be cleared and why that item was check-marked. If you don't carefully mark the items on the right you have a loose cannon below deck (or maybe a locomotive) on your Tools menu.

If you mean from session-to-session, I don't expect it to keep cookies. That's the whole point. Every time Firefox is opened, I want it to write a new cookie, and keep that cookie until it closes and no longer than that. (Perhaps I should clarify: I don't mean session in the networking sense but rather in the period of time when one starts using Firefox until Firefox closes.) The behavior I want is for it to be able to write cookies when open, but only for specific sites, and then forget about them on close.
I should also mention that your responses are worthless to me because you don't explain anything. For instance, the quote above is not obvious from your reply of "Make sure you are not clearing cookies". You need to explain this; what is obvious in a reading for you is not obvious for everyone.
Furthermore, how is "Site Preferences" related to "everything on the right-side"? (Not to mention that it's unclear what you mean by "right-side.")
