Do a clean reinstall and download a fresh Firefox copy from http://www.mozilla.com/firefox/all.html and save the file to the desktop.
Uninstall your current Firefox version and remove the Firefox program folder before installing that copy of the Firefox installer.
It is important to delete the Firefox program folder to remove all the files and make sure that there are no problems with files that were leftover after uninstalling.

You can skip the step to create a new profile, that is not necessary for this issue.

I'm consistently getting this issue with Windows 7 machines and Firefox 4. FF tries to run a live update for add-ons or plugins and since the user doesn't have administrative privileges the install fails. Then you try and open firefox again this error comes up. Please help, I can't update the users in our building using group policy until I'm sure I won't have to walk around an reinstall every single one by hand.

Why don't you disable updates for users that do not have permission to make such changes?
