new email is hidden in split screen
When a new Email comes in in split screen, it should be at the bottom of the top screen. As it is now, the screen does not ,move to display the new messages at the bottom of the top screen. This should happen automatically

You might want to change the sort order of your inbox (click on Date header) so that new emails are on top.
That does not answer the issue. Every Email software goes with newest mail on bottom. It's just one dll missing.
It may not answer the question regarding why it is not auto scrolling but it solves the issue of scrolling in the current situation until an answer is found. I've not recently used any email client that adds new emails to bottom of list unless it was a threaded mail as all conversations route from the original and are therefore added below. Athough auto adding to the bottom was the original old way of doing things. My various webmail accounts also add new mail to the top.
I'll do some digging to see if I can locate something on this issue.
Please help me look for solution by offering some info.
What OS are you using and what version of Thunderbird?
If you start Thunderbird in Safe Mode do you still see the issue ?
I am using Windows 7 professional and ultimate. I do not use W10 do to too many privacy issues. Thunderbird 60.6.1. The no auto scroll issue has been consistent with all additions of T bird.. Thank you for your thoughtful answer.
Alternatives: I use this method when viewing a folder that has threads, so new mail can be hidden anywhere. It also means I do not need to change any 'Sort by' setup. Use the 'Quick Filter Bar' - click on 'show only unread messages' icon which looks like a pair of sunglasses. Click on it again to remove the filter and revert back to normal view.
I've located a bug report.

This bug has been around for a while and no-one has taken it up so far, but that does not mean it has been abandoned. In this instance, I would advise you use the 'Sort by' method of 'Date' and 'Descending', so at least it is easy and convenient to see all new mail as it comes in listed at the top.
