CAN'T GET ADD ONS. XPINSTALL.ENABLED DOES NOT SHOW UP IN ABOUT:CONFIG LIST.
ADD ON S TAB SHOWS LOADING, BUT NEVER SHOWS A LIST OF ADD ON S. LOOKED FOR "XPINSTALL.ENABLED" IN "ABOUT:CONFIG" SO I COULD CHANGE IT, BUT IT IS NOT THERE.

If the Get Extensions tab in about:addons isn't working then you can go to the Add-ons website and search for extensions yourself.
The xpinstall.enabled pref default to true when absent and doesn't have any real effect in preventing to obtain and install extensions unless locked to false.
