Tool Tip Windows When Hovering Are Unreadable

I am having an issue with those little tool tip windows that pop up when I hover over certain items on a web page. They have a white background and the text is white so they are unreadable. I have gone into Options and then into Fonts & Colors and set the background to white and the text to black and I checked the box that says, “Use System colors”...as well as the box that says, “Allow pages to use their own colors...”. But those little tool tip windows are still white on white. I went back into the Fonts & Colors and unchecked the “Allow pages to use their own colors...” but it didn't fix things. I tried turning off the Hardware Accelerator but that had no effect. I have even tried using themes but they don't change those little windows. As a last resort, I opened up my Internet Explorer 9 and hovered over things and the little windows popped up but the text was black on white. So the issue is only with Firefox.

Hello, check it in Safe Mode, in Safe Mode window select "Start in Safe Mode" and see if this happen again, if not then see: Troubleshoot extensions, themes and hardware acceleration issues to solve common Firefox problems

If the problem does not happen in Safe Mode, it is most likely because of an extension, a theme or hardware acceleration(not the hardware acceleration in your issue as you said).

Did you try another Windows theme or checked the Windows settings display setting for the such items?

Do you otherwise have problems with transparency?
