When I scroll up/down, the web page glitches and appears to jerk sideways?

This just started happening today. When I scroll up or down using my mousepad, the web page seems to "jerk" to the left, only to return to normal when I stop scrolling. I also notice that the on-page scroll bar (to the right) appears to double, as if there were two scroll bars overlapping each other.

I am using the latest version of Mozilla Firefox, on an Acer Aspire laptop. Another computer in my house, which is also an Acer laptop with Firefox, behaves this way as well. Is this a glitch all users are experiencing?

Safe mode disables the installed Extensions, and themes (Appearance) in Tools (Alt + T) > Add-ons. Hardware acceleration is also temporarily disabled - the manual setting is Tools > Options > Advanced > General > Use hardware acceleration when available. Options > Advanced. All these settings/add-ons can also be individually or collectively disabled/enabled/changed in Firefox normal mode to check if an extension, theme or hardware acceleration is causing issues.
