Cannot open attachments in outgoing email
Thunderbird 94.02 in Windows 10 Pro/Windows 7 Pro Several users I support frequently send attachments to their email recipients. They wish to open the attachment from the pending email to assure themselves that they chose the correct file. Frequently, but not always, the system reports it cannot find the supposedly file. This is an ongoing and very concerning issue for these users.

The latest version of Thunderbird is 91.3.2 If your users are deliberately using a beta version so they help to detect bugs etc then these issues should be reported by them to bugzilla.
However, in current release of Thunderbird, there have been reports specifically regarding PDF documents. For some unknown reason they are being treated as HTML documents and depending upon settings, the user discovers they are either auto opening in a browser or continually get asked what program to use or get a message about associated program is not set.

Attachment could not be opened, because the associated helper application does not exist. Basically set the HTML document to 'Always Ask' or set Adobe / program of choice as a temp fix Make sure the PDF document is set for Adobe or suitable pdf program. So Sorry: running 91.3.2 64 bit. (Can't understand how I made that error.) I'm reassured by your references in your reply that this is a live issue. I can confirm that this appears to be be exclusively a .pdf problem. I'm exploring whether a different setting in Preferences (General/Files & Attachments/ Action), choosing "Preview in Thunderbird" in lieu of "Use Application..." might give better results. Downside, I don't yet see a graceful way to return to the pending email using this option.
If changing Content Type: PDF to use "Preview in Thunderbird" in lieu of "Use Application..." This would open in a new tab. Select the already open Write window to continue with email.
If you change the Content Type: HTML document action to 'Use Application..' then it may work to open in eg: Adobe But it does mean you will find it screws up if you do need to open a html in a browser. If you set to 'Always Ask' then at least you can choose to open in prefered application whether that be eg: Adobe for PDF or browser for html.
