It works for me. If the keyboard shortcut isn't working, have you tried just going to Tools > Web Developer > Developer Toolbar on the menu bar to open the developer toolbar?

If that doesn't work, is the option not there or is it just not clickable?

I've seen cases where the developer toolbar fails to open with the keyboard shortcut and with the menu item in the Web Developer menu.

You can try to rename/remove xulstore.json and if present delete localstore.rdf in the Firefox profile folder with Firefox closed.

You can use the button on the "Help -> Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page.

Are you absolutely sure your install of Developer Edition is completely up-to-date? Mine is 62.0b1 (64-bit). It shows up in my regular FF install (60.0.2 64-bit) and Shift+F2 works fine too.

That's a good point. I forgot that I had disabled automatic updates on my Firefox Developer Edition installation. It was indeed removed, as Jefferson's answer above explains in more detail.

OK for my purposes I found a solution. All I ever used the toolbar for was access to the Browser Console in order to run the "restart" command. Very useful for when you have multiple tabs open and you need to restart (say you disabled an addon or something) without losing the tabs (I do not trust nor use Firefox's default tab/session management as it is a fucking mess). Instead, you can use CTRL+SHIFT+J to open the Browser Console and then use CTRL+ALT+R to restart the browser. IMO, this decision is one in a long line of piss poor decisions by Mozilla. I have all but checked out and moved on. Vivaldi and PaleMoon are really great alternatives. I'm still hoping Mozilla is going to pull their heads from their assess and get it together, but I think that 30+% lead in market share that Google has on them is something they will never be able to overcome.
