Will not open in Homepage, despite setting options to open in Homepage (Windows XP, Firefox 7.0.1)

I have set "Options" to open Firefox in Homepage and clicked OK. Firefox continues to open in "New Tab". This started ever since I upgraded to Ver. 7.0.1

Did you actually set a home page as well as setting Firefox to start with the home page?

Yes. I did both.

I also found that if I double click on a shortcut on the desktop, that FF will open with a new tab, but the site that I double clicked does not show. I have to minimize FF and then double click the shortcut icon again.

To further compound the problem, I cannot make another browser as the default. FF has taken over.

this does not happen with FF on Windows 7, which I have on my laptop. Only with Windows XP. My only solution has been to uninstall FF.
