why is it that my App Tab becomes changes to whatever site I was on last when I restart Firefox?

Say I save CNBC as an App Tab. If I surf to other sites from there and then close Firefox, when I restart Firefox that App Tab is now whatever site I was on last when I closed the browser instead of CNBC.

What an app-tab is:

From what I can tell, app-tabs will open a link to another site in another tab, but if you open a link within the same site, you stay within the same app-tab. When you close Firefox your app-tabs are restored to how you left them in the same window with back/forward navigation history within the tab. That is what you have.

What an app-tab is not

It is not a locked tab which is what I was expecting, it still has advantages but I at least wish it had the option be a locked tab. So many times extensions are wiped out for something that does only part of the what an extension actually did and then the extension writer ends up having to reinstate their extension and make it larger at later time in this case "Perma Tabs Mod".

Looks like the author of Perma Tabs Mod was onto the problem in Jan and will be working on a new extension to work with app-tabs.
