I am working in a federal government website. I try to upload files or open files. I get a message that Firefox is preventing me from opening popups.

Is that website in the Allowed Pop-ups window with an Exception to Allow?

You should see a pop-up block icon on the right end of the location (address) bar if pop-ups are blocked.
