If I first sync computer A, then sync computer B, does it transfer stored data to B in place of what is there, or does it replace the data from A with the data from B?

They will merge, removing duplicates. However there will be a designated folder for Bookmarks -> Mobile and Desktop.

However if a device is added has no data, please make sure that the other device that has data you want is still connected to avoid data loss.
