title tooltips missing
Since updating to 8.0 I have the frequent problem that title (not alt) tooltips do not display on sites where they used to work, e.g. xkcd but also others. Occasionally they do appear, but most of the time they do not. Rebooting doesn't consistently solve the problem.

Ok I found this: Meta text not showing on mouse over Peteypak's reply about disabling Direct2D was the first thing I saw to try that actually worked.

If you see the title it is probably because you only have one or two tabs open.
The :Firefox: orange button kicks the titlebar out. If you want the title bar back then boot out the "Firefox: button via "Alt+V" (View menu) > Toolbars > (check) Menu bar
You can make Firefox 8.0 look like Firefox 3.6.*, see numbered items 1-10 in the following topic Fix Firefox 4.0 toolbar user interface, problems (Make Firefox 4.0 thru 8.0, look like 3.6). Whether or not you make changes, you should be aware of what has changed and what you have to do to use changed or missing features.
There is a lot more beyond those first 10 steps listed, if you want to make Firefox more functional.

Sorry if I wasn't clear, I mean the tooltips that pop up over an element with the "title" attribute, not the title of the page or the titlebar of the window.

Peteypak's solution also worked for me. I speculate that the source of my problem was as the result of running PC Matic software from PCTools people. This software "optimizes" your registry for "improved" performance.
