Windows 8.1 these are the two IE shortcuts created by Windows 8.1 in the Start menu. i located the IE shortcut and viewed it's properties and it is linked to iexplore.exe. running iexplore.exe opens IE as normal, but it is a bit of a kerfuffle hunting it down on those rare occasions i need it for a recently updated web page (some IT update their web pages to work on IE first).

Sounds that that is an internet shortcut that open a specific internet page.

Internet shortcuts open always the default browser, so if they open Firefox then Firefox is currently set as the default browser.

to test if cor-el's reply was somewhere near the mark i created a new shortcut of iexplore.exe and saved it to my desktop. yaay it opens IE! but i do not want any shortcuts on my desktop at all so i >right mouse click on the new shortcut and Pin to Start. i had already deleted the IE shortcut on my Start page as it was not working, so i went to Start to test then organize my new working shortcut only to find it now opens Mozilla Firefox. so to recap, iexplore.exe opens IE, a new shortcut of iexplore.exe on the destop opens IE, that same shortcut added to Start opens Mozilla Firefox (which yes is my default browser) and the IE shortcut installed by Windows 8.1 itself on the Apps by name opens Mozilla Firefox. also Torch shortcut on the Start and Apps by name pages opens Torch Version 36.0.0.8117 (8117).
