Try to delete "Other Bookmarks" and it keeps filling back up with copies and more copies of things!

I have been trying to delete everything in my "Other Bookmarks" but after I delete them they keep coming back..more each time. Duplicates of duplicates, ad-infinitum.

How do I stop this behavior?
