In Windows 7, 64 bit, Firefox 61+, the Mail to in Options/Applications is missing. Was this omitted on purpose?

Should still be there. In Firefox 52 ESR you have a separate Applications tab on the Options/Preferences page, but in Firefox 61 (and 60 ESR) this section is found in "Options/Preferences -> General".

You can check the mailto prefs on the about:config page and make sure they are default.

You can open the about:config page via the location/address bar. You can accept the warning and click "I accept the risk!" to continue.

You can rename/remove handlers.json and delete mimeTypes.rdf if present in the Firefox profile folder with Firefox closed to reset all file actions.

You can use the button on the "Help -> Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page.
