Change new tabs.
I would like to make 2 changes to "new tabs". Firstly i would like to be able to add wallpapers in the background instead of that white colour page. Secondly is there a way to access my bookmarks folders from within the new tabs?

Hi, there isn't a way to make those changes to the built-in new tab page. Currently, you can see the settings for that page on the Preferences page, Home panel: Customize your New Tab page to hide or display content. There also are some settings you can change under the covers, but none for the background or adding a bookmarks section.
There might be some new tab page replacement add-ons that would have the features you're looking for, but I haven't seen one that fits the bill. But at least for flexible backgrounds, you could check out:

For more ways to access bookmarks, you could take a look at the built-in Bookmarks Sidebar (Command+b) or a bookmark search add-on that uses the Sidebar:
