I refreshed the computer and the task bar is gone and I wanted to keep it. how do I get the task bar back?

Hi clydeblake75, Firefox doesn't call any of its toolbars the task bar, but do you mean the Bookmarks Toolbar?
Could you try one of these methods to turn that bar back on:
- right-click (or Ctrl+click) a blank spot on the tab bar (or the "+" button)
- menu bar > View > Toolbars
- in Customize mode > Show/Hide Toolbars (see: Customize Firefox controls, buttons and toolbars)
To turn on the Bookmarks Toolbar, or other bars, click it on the list.
Was that the one? If not, could you describe what kinds of items were on the task bar?
