Okay so basically. Whenever i download something, I get a pretty decent speed. Say it'll take 10 minutes to download something. And its on 24 out of 399 MB's. The speed would freeze and stay on the same speed. And it would stay on the same Mb for about 30 seconds to 60 seconds. Then after that, The speed rapidly changes like it should, And the Mb's go up. Then after like 5 seconds, It freeze's again and does the same thing. So if i'm downloading something that says for 10 minutes. It would actually take like a hour. And i've already tried everything I could, I cleared my download list, I deleted my downloads.sql. I completely uninstalled firefox and reinstalled, Nothing works.

This problem could be related to the server you're trying to download the file from. One way of finding out would be to try with another browser (e.g. Internet Explorer) and see if you get similar problems when downloading the same file using it.

If this problem is indeed restricted to Firefox and you've already tried to delete downloads.sqlite, I would try to Reset Firefox: https://support.mozilla.org/en-US/kb/reset-firefox-easily-fix-most-problems
