cannot send or forward. SEND toolbar has disappearred
When I click on write or forward a new email for pops up but has no send toolbar. I can receive email but cannot rely or forward.

Toolbars are turned on and off under the View menu on the Menu Bar.
Menu bars are hidden on most applications these days.
Pressing the Alt key or F10 will reveal hidden Menu Bars.
The Send button in on the Composition Toolbar in a Write window.
