where do I find Tools to obtain blocked downloads
advised to open tools- go to security-exceptions-type in "download now,etc but no icon for me to open "Tools" on Firefox window.
how do I get to "Tools"? Different Firefox browser window?

Do you have the Firefox menu in the upper left hand corner? If so, just hit Alt to temporarily turn on the menu bar items. Alternately, you can go to Firefox > Options and turn on the Menu bar.

That is in Options > Security > Exceptions. You need to make the menu bar visible to get at the Tools menu. You can do that by pressing the Alt key.
