Something has happened to the Print Preview screen. It displays the website to be printed as a small box centered at the top of the print preview screen and will force the printout to also be a small box at the top of the printed page. If I change the Scale, the image within the box changes but not the box itself. It is the box that needs to fill the screen so it will fill the page when it is printed.

I fixed my own problem - so I will document in case someone has the same issue. First, it had nothing to do with Print Preview. I found that if I print from File menu ( File / Print), which bypassed the Print Preview, it prints the same small box. When I opened the printers Properties, I noticed that the Page Size was set to: User Defined (3.5 x 5.0 in). Where that come from I do not know but when I changed the Page Size to: Letter (8.5 x 11 in) and printed the web page, it filled the paper. Now I can open Print Preview and it shows the full screen and prints full paper. What is strange is that before i made that change, printing from a different browser (like IE) print a web page fine. Only when I used Firefox did the Page Size show 3.5 x 5.0 in. I guess changing the Page Size - while in Firefox - fixed the issue.
