Are you able to contact the person when writing from a webmail account?

more options

Yes, I probably could contact that person. The trouble is, is 'that' person is the Social Security Administration as we have had a contract to work for them for many, many years and have had no issue until recently of them not receiving our emails. It happens randomly and not always the same person. I have requested the SSA tech dept. to look into it, but I feel that is not where the problem lies. We have Hostgator and I have contacted them multiple times and they say it is not them. They said to contact Mozilla. I appreciate you looking into my question. If you have any ideas, I am open to them all. Thank you!!

I asked the question because, if you have trouble reaching them via other avenues, then Thunderbird is not the cause. It might be an actual network issue, which is how it appears.

A network issue? So are you saying it is probably Hostgator?

more options

No. You are getting an RFC822 system error code. Hostgator is not involved. It might be a transient problem with your intended receiver since you indicated it was intermittent.
