How to improve the error code "SEC_ERROR_BAD_SIGNATURE" on secure websites of Taiwan government site ?

I use Firefox 50.1 browse the secure websites of Taiwan Government Site (http://citizen.taipei/MP.aspx with login) get error message "SEC_ERROR_BAD_SIGNATURE" which the cert can't identified in Firefox but IE no problem with that. I fixed the problem of manualy after I discover found the second cert didn't add in Firefox (http://grca.nat.gov.tw/repository/Certs/GRCA2.cer). One problem need someone help to notify the Firefox developer add this cert because this is Root CA of Taiwan which will impact any government wbsite using the new cert signed.

You will have to install the GRC2 certificate in the Certificate Manager for now and set the trust bit for websites to make the certificate work as a trusted root certificate. Always be cautious when you set trust bits on a certificate as these should only be set for a root certificate and never for an intermediate certificate.
