keep getting messages that TB can't filter to junk (lots of disk left)
message says that i should make sure that i have permissions to write to disk (which I do) and that i don't have enough disk space (which I do) Not sure what to do next.

Commonly this is caused by anti virus programs scanning while Thunderbird is trying to access the file.
Try creating an exception in your anti virus program for your Thunderbird profile folder and it's children.
