Changed password
I’m on a pc running Win10. Even after resetting my password several times and reinstalling Firefox several times, Every time I open Firefox it asks for my primary password. When I enter that password it says “wrong password”. I have several computers but this only happens on one of them. Sync is on

The primary password is a means of protecting your locally stored passwords. It is separate from your Windows password and your Firefox installation.
I suggest that because you have sync, you can make a new profile at about:profiles, and set it up for sync. Using sync will restore the data from your other computers.
I know about this. I know my password as I use it on other computers. I know the difference between primary (formerly master) password and the other passwords you mention. I am referring to the primary password which protects my web accounts such as ms or att.

If this is true, I believe that making a new profile and using sync should work. This is effectively completely bypassing the primary password. You can then set a primary password to protect the passwords.
I believe that you either forgot the password for that computer or the file that stores the encrypted passwords has broken.
