After copying and then pasting a URL from tbe address bar in the browser to a conversation in messenger, I noticed the copy link suggestion for that URL still popping-up everytime I selected the address bar. I then checked the clipboard, which didn't show the copied URL, however, still cleared the all items from the clipboard, there were no locked items, everything was cleared, however the address bar was still showing the URL, so I proceeded to have Firefox clear browser cache, cookies, data, etc...

Still the link suggestion popped-up, even after closing the browser and clearing apps stored in memory, not until after a Galaxy phone restart did a paste or paste&go not appear.

From what I gather, copied URLs are still available for pasting on your Galaxy phone even though your history and clipboard are clear.

This could be a keyboard issue. I am not sure which keyboard you use, but in Gboard settings -> Clipboard, you can uncheck 'Show recently copied text and images in the suggestion bar'. Gboard may buffer recently copied material in addition to adding it to the clipboard. This may explain why a restart fixes your issue. There may be a similar setting you can try for your keyboard.
