I am logged into YouTube and trying to manage my YouTube channel every time I click on the top menu bar it will not drop down.

Never knew Youtube had a Dash Board.....

ok when you mouse over does it show link in bottom left corner?

because some reason it should show too under the mouse pointer hand also. Showing this link >
