FF22 and FF23 custom installation prefs.js, bookmarks.html and override.ini not working

Trying to customize FF22 or FF23 installation for corporate environment.

I have done this numerous times with multiple previous versions. FF19 and 20 being the last successful versions that worked. (I did not try 21.)

All I have ever had to do was extract the FF setup.exe and add three files. Then run setup.exe -ms to perform the custom installation. None of these files have changed in some time.

core\override.ini core\defaults\profile\prefs.js core\defaults\bookmarks.html

With FF22 and FF23, none of these changes work at all. What changed and how do I fix it? Or is this a bug that needs added to Bugzilla?
