Using Firefox 66.0.1 on Windows 0's are appended to URL IP

Updated to 66.0.3 and still observing same issue.

Where are the zeroes added -- what's the new URL?
If you open Firefox's Network Monitor in the lower part of the tab before trying the address, can you see a redirect or other explanation? Either:
- "3-bar" menu button > Web Developer > Network
- (menu bar) Tools > Web Developer > Network
- (Windows) Ctrl+Shift+e
When you reload the page, Firefox should list the request and if it is redirected, in the Response headers (usually displayed on the right side when you click a request line), it would indicate Location: followed by the new address.
There is no data in the Web Developer > Network console or any other debug console. The string is appended even before I press <enter>. E.g., when I type "https://151." as soon as I type the dot (.) then the zeros are appended in the following manner, "https://151.0.0.0" with the cursor still positioned to the right of the first dot. This doesn't seem like browser behavior, however, I began observing this with 66.0.1 and several other co-workers are experiencing the same behavior.
It seems to be some kind of new suggestion. I notice it changes after I press the first period (screenshot attached). If it appears in the address bar, you probably tried to visit it once before.
Hi Jscher2000, its unclear to me if it is being suggested this is WAD or an acknowledgment of the problem, please clarify. Thank you.
