Touchpad Scroll works on all apps (including IE) but not in Firefox - Win 10

My touchpad scroll will not work in Firefox. It works fine with IE and all other apps (Windows 10).

If it were a driver issue - I think it would not work in all the other applications, but it works fine everywhere (except Firefox)

I can get it to work for a short time, if I uninstall the Touchpad (in the device manager) , re-start, re-installs.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac=Options)
key, and then starting Firefox. Is the problem still there?

Start your Computer in safe mode with networking. Then start Firefox. Try Safe web sites. Is the problem still there?

If you start up in the safe mode, no drivers are installed - no internet, so no Firefox to test scroll. There does not appear to be an option to start up in the safe mode with networking. There used to be, in older operating systems. Also, the safe mode does not permit Administrator privileges.

I know how to start windows 10 into the safe mode. As I explained, when in the safe mode there is no internet (no drivers are loaded).

As such, I can not use Firefox in the safe zone.

Still, no scrolling in Firefox (but scroll works in all other apps)
