The desktop is Win-7; the laptop is Win-10. But both are running Thunderbird 60.7.2 (32 bit). I have the "server settings" absolutely identical on both computers. But recently (in the last few days) the desktop has gotten worse and worse at retrieving email, whereas the laptop is humming along nicely (as is also "Yahoo mail" on my Android phone).

At this point, the desktop has completely stopped receiving new incoming mail. It just hangs with the bottom taskbar saying "Connected to pop.att.yahoo.com..." and the progress bar scrolling for about 2 minutes.

I have disabled all add-ins (the only one that was ever running was Flash).

I'm using POP3 because I want to have the mail stored locally on my computer. And my file storage on the local computer is currently over 1G, which would exceed AT&T's IMAP storage limit.

But have you rebooted your computer to ensure Thunderbird actually restarts and is not hung in memory but not visible.

You might also want to look at the password being used by each.

It is also possible that between the three devices you have monopolized all the connections yahoo allow on two of them. Try turning the other two off, preferable for 10 minutes or so to be sure any connections actually time out to be sure they are "dead"

Strangely, TB can retrieve email from pop.att.yahoo.com from some accounts, but the one that I use the most is the one that's hung up. I don't know if this is relevant, but I've been cleaning up that account, deleting several thousand very old messages over the last few days. Naturally I've done "Compact Folders".

Wow, thanks Matt. Rebooting the computer solved the problem.

I didn't know about Yahoo's limit on the number of simultaneous logins; I'm still getting annoying "connection was reset" errors, but that's probably the explanation. I rarely use the laptop for my email (it's my wife's computer) so I can make the update frequency for my account on that computer much less frequent.  :-)
