can't open file upload popup

When I go to https://www.virustotal.com/ I cannot open the file upload popup on my desktop. If I try it on my laptop it opens. Both systems r synced. I tried it in safe mode - same thing. If I click the BROWSE button to add an image on this page, it does not work either. Where to look?????
