Why do I get an error page when I click on Options in Tools?
I get a message that says there is a problem loading the page. The address isn't valid
The URL is not valid and cannot be loaded.
Web addresses are usually written like http://www.example.com/ Make sure that you're using forward slashes (i.e. /).
This is the message I get each time I go to Tools and click on Options.

hello, can you try to replicate this behaviour when you launch firefox in safe mode once? if not, maybe an addon is interfering here...
Troubleshoot extensions, themes and hardware acceleration issues to solve common Firefox problems
Does this also happen if you try to open the about:preferences page directly via the location/address bar?
If you do not find any settings- or add-on-related reason for the problem, try this:
Clean Reinstall
We use this name, but it's not about removing your settings, it's about making sure the program files are clean (no inconsistent, corrupted, or alien code files). As described below, this process does not disturb your existing settings. Do NOT uninstall Firefox, that's not needed.
(1) Download a fresh installer for Firefox 39.0 from https://www.mozilla.org/firefox/all/ to a convenient location. (Scroll down to your preferred language.)
(2) Exit out of Firefox (if applicable).
(3) Rename the program folder, either:
(64-bit Windows folder names)
C:\Program Files (x86)\Mozilla Firefox
to
C:\Program Files (x86)\OldFirefox
(32-bit Windows folder names)
C:\Program Files\Mozilla Firefox
to
C:\Program Files\OldFirefox
(4) Run the installer you downloaded in #1. It should automatically connect to your existing settings.
Any improvement after this reinstall?
Note: Some plugins may exist only in that OldFirefox folder. If something essential is missing, look in these folders:
- \OldFirefox\Plugins
- \OldFirefox\browser\plugins

Yes, it still happens.
Did starting Firefox in Safe Mode help?
If that is the case, were you able to identify the extension that is causing this?
Safe mode did not help. I've tried all I'm capable of doing and nothing works. Regardless of what I do, Options will not work. Still says there is a problem loading page.
It worked fine several days ago. Now it doesn't.

Does that include the clean reinstall? https://support.mozilla.org/questions/1074408#answer-759624

I am not very computer savvy so some of the recommended things are not feasible for me to do because I'm afraid to try anything like that. The Option feature is still not working. I lost everything on my computer recently because of a tech that didn't know what he was doing, so you can see my reluctance to try something I'm not familiar with. I had to reinstall Firefox as my browser as well as add all my favorites and reinstall a few programs, such as Office and Norton. That's all.

Was the system fixed after this?

See if there are updates for your graphics drivers https://support.mozilla.org/kb/upgrade-graphics-drivers-use-hardware-acceleration
