The master password is erased upon shutdown
I reset the master password several times and it lasts until I shutdown and restart. When this occurred all of my saved passwords were erased. I have since set up one new saved password and it has not been erased.

Try a new Profile.

Make sure that you do not use Clear Recent History to clear the passwords.
- Tools > Options > Privacy > Firefox will: "Use custom settings for history" > [X] Clear history when Firefox closes > Settings

If you use cleanup software like CCleaner then check the settings for the Firefox application.
