Deceptive Content and Dangerous Software Protection
All 3 Deceptive Content and Dangerous Software Protection check boxes are light blue and can not be changed in my Firefox browser settings. I want to be able to uncheck these settings. How do I do that?
It appears that Deceptive Content and Dangerous Software Protection is connecting with google based on what I have researched and this https://www.makeuseof.com/ways-fortify-firefox-browser/ and I view this as a privacy problem.

My SafeBrowsing settings are locked and I think if someone can tell me how to unlock these settings it may solve the problem. See the attached screenshot.

If users can't change or modify these settings there are probably security reasons. You should ask the site your using for reference how they did those changes.
Is your computer a managed system, i.e., administered by an IT department?
If this is a home system, hmm, normally your settings would not be locked. To see whether an Enterprise Policy has locked these settings, type or paste about:policies in the address bar and press Enter to load the page.
Normally, the "Active" panel says "The Enterprise Policies service is inactive." Does yours list policies related to SafeBrowsing, or phishing and malware protection?
By the way, the privacy implications of phishing and malware protection are probably overblown. See: How does built-in Phishing and Malware Protection work?
