Firefox scroll speed changes based on what input devices is used first

I have two input devices, my laptop's Synaptics trackpad and a Logitech mouse.

When using Firefox with my mouse, pages scroll multiple lines at a time, like they should. If after starting Firefox I scroll with the trackpad, then switch back to my mouse, pages will scroll one line at a time. This persists until I close Firefox.

It's as if Firefox chooses the scrolling speed based on which input device it detects first. Can anyone offer some insight on this?

The problem seems to go away when rolling back to Synaptics' Windows XP touchpad driver (15.x). However, these older drivers are limited in functionality.
