Thunderbird 38.0.1 does not permit me to set the outgoing port.
Thunderbird 38.0.1 does not permit me to set the outgoing port, either in Account Settings or in the new account wizard. To be able to do so was my only reason for considering switching from Qualcomm Eudora. This flexibility was apparently available in earlier versions. Is this now a feature requiring the paid version?

Thunderbird is free so no idea what you are talking about for a paid version.
From the menu bar select Tools-Account Settings
At the very bottom of the account listing on the left side is Outgoing Server (SMTP) As the name implies you set up the outbound server there.
No menu bar with tools showing? Press the alt key.

As you can see from the attached images, Account Settings allows me to select the SMTP server address, but not the port number, while Account Settings > Server Settings is only about the incoming server, not the outgoing.
If I try creating a new account and click Manual Config in the wizard, I get the Mail Account Settings dialog shown, which again permits me to select the server address but not the port number.
At Comcast, on the other hand, the help page for Tbird 16.0 and up shows a screenshot of the Mail Account Settings dialog as it used to be, which would have permitted me to set the port number for outgoing. This is the feature that is apparently no longer available.
Your first image shows you in the wrong screen. Try reading the instruction again to get to the correct place.
