Menu and Bookmark toolbars are missing upon restart of Firefox, although they are recoverable by left clicking on remaining toolbar. V31 and Windows 7.
As question states, the menu toolbar and bookmark toolbars are missing upon restart. Both are fully recoverable as customized, but then disappear again upon restart.

You can check for problems caused by a corrupted localstore.rdf file.
You can also try to reset the browser.uiCustomization.state pref on the about:config page or otherwise check for issues with preferences.
You can open the about:config page via the location/address bar. You can accept the warning and click "I'll be careful" to continue.
Looked at the about:config page. I didn't know what any of it meant.
Your reference to "preferences not saved" was interesting. Is there a spot on tools or customization or wherever to "save" the visual configuration I want?
This problem started out of the blue a week ago or so. The toolbars reappear looking like I customized them if I load them by right clicking on the address bar. Just that they go away after a restart.
Did you already tried to delete the localstore.rdf file in the Firefox profile folder?

I deleted the localstore.rdf.
But, I usually run Norton's Utilities 2012 "clean disk" upon closing down computer. The problem is something Norton is doing.
Firefox is storing my configuration/profile related to showing the two toolbars in some fashion (perhaps as a temp file), that Norton is erasing it.
Norton isn't deleting the customization/uniqueness of the toolbars. Just that they don't show upon restarting.
There is probably a way for Firefox to store this "permanently".

If Norton is removing the localstore.rdf file and possibly affects other files in the Firefox profile folder then this would explain what is happening. You would have to check the settings in your Norton software.
Boot the computer in Windows Safe mode with network support (press F8 on the boot screen) as a test to see if that helps.
