Cannot find a way to rearrange pinned shortcuts in android. Nor a way to prevent history shortcuts to keep showing up along with the pinned shortcuts.

To rearrange the top sites on the Firefox for Android home screen, you will need to remove them and add them in the order that you wish to see them. This support article should help:
